Issue-by-issue voting: an experimental evaluation

چکیده
Multiple referenda consists in making a common decision about each of a set of binary issues, given the preferences of a set of voters. Asking voters for their preferences on all combinations of values is not feasible in practice, because of the exponentially large number of such combinations; on the other hand, voting issue-byissue on each of the issues can lead to strongly paradoxical outcomes. This paper proposes to measure experimentally to which extent it is suboptimal to vote issue-by-issue voting, in function of the voting rule to be implemented, and the nature of the voters’ preferences (arbitrary, separable or additive). For this we use randomly generated separable profiles, which turns out to be a difficult problem. keywords. Computational social choice; preferences; voting; combinatorial domains; random generation.

Aggregating preferences in multi-issue domains by using maximum likelihood estimators
In this paper, we study a maximum likelihood estimation (MLE) approach to voting when the set of alternatives has a multi-issue structure, and the voters’ preferences are represented by CP-nets. We first consider general multi-issue domains, and study whether and how issue-by-issue voting rules and sequential voting rules can be represented by MLEs. We first show that issue-by-issue voting rule...
متن کاملThe Issue-Adjusted Ideal Point Model
We develop a model of issue-specific voting behavior. This model can be used to explore lawmakers’ personal voting patterns of voting by issue area, providing an exploratory window into how the language of the law is correlated with political support. We derive approximate posterior inference algorithms based on variational methods. Across 12 years of legislative data, we demonstrate both impro...
متن کاملClarity of Responsibility beyond the Pocketbook: How Political Institutions Condition EU Issue Voting
One of the most influential findings of the voting behavior literature of the past two decades was the realization that the clarity of the domestic institutional context influences the relationship between economic perceptions and vote intention. This article extends this so-called “clarity of responsibility” argument beyond economics to another policy field – European integration. To what exte...
متن کاملShould the Voting Age be Lowered to Sixteen? Normative and Empirical Considerations
This article is an examination of the issue of whether the age of electoral majority should be lowered to sixteen. We consider and reject several arguments raised by both sides of the voting age debate. The key issue, we claim, is the political maturity of young people. Drawing on empirical data collected in nationally representative surveys, we argue that the weight of such evidence suggests tha...
متن کاملConnections and Implications of the Ostrogorski Paradox for Spatial Voting Models
The basic theme of this paper is to connect spatial voting concepts to the troubling Ostrogorski and Anscombe paradoxes (where a majority of the voters can be on the losing side over a majority of the issues). By doing so, answers to longstanding concerns are obtained; e.g., Kelly conjectured that an Ostrogorski paradox ensures that no candidate can be a Condorcet winner; we prove this is true ...
